Car Ownership Transfer Requirements: Latest Procedures & Costs

The requirements for transferring car ownership are actually quite simple and can be fulfilled by anyone who has recently purchased a used car. Ownership transfer is the process of changing the registered identity of a motor vehicle from the previous owner to the new one, both on the Vehicle Registration Certificate (STNK) and the Vehicle Ownership Book (BPKB). This process is important as it ensures the legality and validity of the vehicle documents.

By completing the ownership transfer, the car ownership data will be officially recorded under your name. This makes it easier and safer to pay taxes, extend your STNK, or sell the car in the future.

In this article, we will discuss in detail the requirements for transferring car ownership at Samsat, including the steps to handle the process and the latest cost breakdown you need to prepare. By following this guide, you can manage the ownership transfer more easily, quickly, and without confusion.

Car Ownership Transfer Requirements

To process a car ownership transfer, several important documents must be prepared. Below are the requirements that are usually requested:

1. Identity Documents

  • Personal Applicants: New owner’s ID card (KTP), and if represented, a notarized Power of Attorney.
  • Legal Entities: A copy of the Deed of Establishment, domicile letter, and a notarized Power of Attorney signed by the head of the entity and stamped with the official company seal.
  • Government Agencies (including SOEs/ROEs): An Assignment Letter/Power of Attorney with a stamp, signed by the head of the institution and stamped with the official seal.

2. STNK

3. BPKB

4. Vehicle ownership documents, such as a sales receipt, gift deed, inheritance letter, or release of rights letter for company-owned vehicles; or an auction minutes document if the vehicle was obtained through a car auction.

5. All documents must be photocopied in four sets.

How to Transfer Car Ownership

If the previous and new owners reside in the same area, the ownership transfer process for a used vehicle can be done directly at the SAMSAT office where the vehicle is registered. However, if the new owner lives in a different district/city, the vehicle documents must first be withdrawn or transferred out from the original SAMSAT. Below are the complete procedures for transferring car ownership:

1. Physical Inspection

The initial step is carried out at the original SAMSAT office, where the vehicle was first registered. Officers will verify the chassis number and engine number.

2. Submitting an Outgoing Transfer Request

After the physical inspection is completed, the owner must fill out the outgoing transfer form and submit the required ownership transfer documents, such as the BPKB, STNK, the new owner’s ID card, and the purchase receipt.

3. Issuance of the Outgoing Transfer Letter

The original SAMSAT will then issue an outgoing transfer letter and withdraw the vehicle documents to be sent to the destination SAMSAT.

4. Incoming Transfer and Ownership Transfer at the Destination SAMSAT

At the new domicile, the owner can process both the incoming transfer and the ownership transfer using the documents from the original SAMSAT. This includes a repeat physical inspection, payment of administrative fees, and the issuance of a new STNK and BPKB under the new owner’s name.

5. Tax Payment and New Documents

Once all steps are completed, the owner will receive the STNK and BPKB officially registered under the name and address stated on the ID card.

Car Ownership Transfer Fees

Starting January 5, 2025, used car owners will no longer be charged the Motor Vehicle Title Transfer Fee (BBNKB). However, it is important to note that this regulation does not automatically apply across all of Indonesia, as its implementation may vary between provinces.

In addition, this does not mean that all car ownership transfer fees are eliminated. There are still several other cost components that must be paid. Here are the details of car ownership transfer fees you need to know:

1. Outstanding Motor Vehicle Tax (PKB)

PKB is an annual tax that must be paid by the vehicle owner. The amount depends on the type of vehicle, engine capacity, and the region of registration. If there are arrears, a PKB fine will be imposed.

2. Mandatory Road Traffic Accident Fund Contribution (SWDKLLJ)

SWDKLLJ is a compulsory contribution that serves as traffic accident insurance coverage. For private cars (non-commercial), the amount is Rp143,000. If there is a delay in payment, an SWDKLLJ fine will apply.

3. STNK and TNKB Administrative Fees

  • Issuance of Vehicle Registration Certificate (STNK): Rp 200,000 for cars.
  • Issuance of Vehicle Number Plate (TNKB): Rp 100,000 for cars.

4. BPKB Issuance Fee

This fee covers the issuance of the Vehicle Ownership Book (BPKB) under the new owner’s name. BPKB issuance fee: Rp375,000 for cars.

5. Transfer Fee (If Required)

If the vehicle comes from a different region, a transfer process is necessary. The cost for issuing a vehicle transfer letter to another region is Rp250,000 for cars.
